United States Postal Service IDIQ Contract

Since 2015, Substance Architecture has partnered with the United States Postal Service (USPS) under an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, providing architectural, engineering, cost estimating, and construction management services throughout Iowa and the surrounding region. In recognition of consistent performance and collaboration, the USPS has extended the contract and continues to award new work.

To date, the USPS has entrusted Substance with more than 60 work orders across 50 facilities, supporting more than a dozen different USPS project managers. The work ranges in scale and complexity—from façade and window restoration, stormwater and gutter repairs, and interior plaster repair, to mechanical system upgrades, tenant fit-outs converting lease spaces into post offices, and the comprehensive rehabilitation of historic buildings.

Many USPS facilities date to the New Deal era and are approaching a century in age, making them eligible for listing on the National Register of Historic Places. Substance has extensive experience navigating Section 106 review requirements, working closely with the USPS Historic Preservation Officer and State Historic Preservation Offices in Iowa and Missouri. These efforts have included projects at ten historic facilities, balancing preservation goals with modern performance needs through sensitive envelope modifications, mechanical upgrades, and full façade and window restoration.
